CAI Subject Matter Experts on Condo Safety

​​​​CAI’s Community Association Housing Leaders Available to Speak on Condominium-related Topics

In response to the Champlain Tower South Condominium Association collapse, CAI subject matter experts representing community associations, commonly referred to as condominium communities, homeowners associations, and housing cooperatives, are available for interviews to discuss condominium-related topics— including assessments, reserves, maintenance, and common interest living.

Thomas M. Skiba is the Chief Executive Officer of Community Associations Institute’s headquarters office in Falls Church, Va.  As CEO, he is responsible for providing services to CAI’s more than 42,000 members, including homeowners, homeowner leaders, professional 
community associaion managers, and industry business partners. Through educational programs, publications and other activities, CAI works to build communities that operate efficiently and effectively and meet the needs of all their residents.   
  
In recent years, he led CAI through a comprehensive transformation of its governance, membership structure, branding, and technology, designed to make the organization more responsive to member needs and more flexible in a rapidly changing business environment.  
 
For nearly 20 years, Skiba has presented annual state of the industry reports at the CEO-MC Retreat, an annual event held exclusively for CEOs of community association management companies, and at the CAI Annual Conference.
 
Skiba is also a frequent speaker, promoting CAI’s internationally respected Professional Management Development Program (PMDP), an education curriculum that sets the international standards and best practices for all those living, working, and serving community associations in the U.S. and real estate professionals in Australia, South America, Canada, Spain, India, Bahrain, and Dubai in the United Arab Emirates.  
 
In 2019, Skiba along with other CAI leaders hosted The Essentials of Community Association Management (M-100) course in Bengaluru, India, in conjunction with the International Real Estate Community Management Summit (IRECMS). The M-100, is the leading international training program for community association managers and volunteer homeowner leaders elected to serve on their community association boards. As part of the two-week education tour, Skiba also served as a presenter at the Bahrain International Property Exhibition and Forum​, the country's largest real estate advisory conference supporting property developers, engineers, and other housing leaders. There, he acknowledged the growing community association housing model in the Middle East and the impact of owners associations on the housing market, and laid out vital steps of how managers can ensure investment protection for their communities.  
 
Prior to joining CAI, Skiba spent almost seventeen years with KPMG Consulting. While at KPMG, he provided business advisory services to a wide variety of not-for-profit, higher education, and government organizations, including the American Cancer Society, Smithsonian Institution, Kennedy Center, American Red Cross, Public Broadcasting Service and National Geographic Society.   
  
Skiba received his BS and MBA degrees from the College of William and Mary in Williamsburg, Virginia, USA. He currently resides in Alexandria, Virginia, USA, with his wife Carol and son Matt.

Dawn M. Bauman, CAE - Senior Vice President, Government & Public Affairs - Executive Director, Foundation for Community Association Research

Bauman, CAI’s senior vice president of government and public affairs and the executive director of the Foundation for Community Association Research, has worked for CAI for nearly 20 years at both the international and chapter level. Bauman and her team have produced nearly fifty public policy initiatives impacting the community associations housing model— including policies on Fair Housing, pets and assistance animals, and the removal of racially restrictive covenants. 

She is frequently sourced in U.S. and international media outlets, including— The Wall Street Journal, U.S. News & World Report, The Washington Post, and Bankrate, on community association housing topics. 

Bauman works directly with CAI’s 36 state Legislative Action Committees (LACs) and The College of Community Association Lawyers (CCAL) to further CAI's mission—promoting effective leadership and responsible citizenship in homeowners associations and condominium communities. CAI’s LACs and CCAL fellows are considered industry experts and are often leaders in providing model lang​uage used in current legislation and regulations throughout the U.S. For the past eight years, Bauman has delivered dozens of education programs and presentations pertaining to legislative and legal trends shaping community associations, Fair Housing, and assistance animals during CAI’s annual CEO-MC Retreat hosting 300 of the world’s leading community association management chief executive officers. 

She is an annual presenter at CAI’s Annual Conference and Exposition: Community NOW, attended by 2,000 homeowner leaders, communi​ty managers, and business partners where she delivers the latest education, resources, and information about legislative and regulatory topics shaping the community associations housing model. 

In 2021, as the executive director of the Foundation for Community Association Research, Bauman led the research committee’s mission to better understand diversity and inclusion in today’s community associations. Following a survey, The Foundation published the exclusive full report, “Creating Harmony in Diverse Communities,” detailing the survey findings and recommendations for CAI to create new education and programming for its membership and the public.
