AMY SMITH has served as a Shady Maple Community Association board member for several years and was recently elected to also serve on the Pleasantville City Council. Shady Maple and Pleasantville have argued for several years about whether the association or the city is responsible for 5 miles of roads and sidewalks that surround and enter the community. Nothing in the association's documents explicitly state that they should be the association's responsibility, but the association has been maintaining and repairing them since it was developed 10 years ago. Pleasantville has rebuffed previous efforts to transfer responsibility, and now the association is considering legal action.

​Can Amy Smith adequately serve as an association board member and a city council member, especially with legal action a possibility? Should she step down from her association role?
