Community Associations Institute Honors Volunteer Leaders

Annual awards recognize outstanding contributions to advancing the community association housing model through education, volunteerism, and innovation. 

Community Associations Institute, the leading international authority of resources and information for condominium associations, homeowners associations, and housing cooperatives, proudly announces the 2024 recipients of its highest honors. These awards, presented at CAI’s Annual Conference and Exposition: Community NOW in Orlando, Fla., recognize exceptional volunteer leaders who have made significant contributions to CAI and the community association housing model through their leadership, innovation, and dedication.  

Each year, CAI honors a select group of individuals whose service exemplifies a deep commitment to the organization’s mission of advancing the community association way of life. These honorees demonstrate the core values of education, advocacy, professionalism, and community that define the industry.

Distinguished Service Award 
Ronald L. Perl, Esq. – Morristown, NJ 
A steadfast advocate for community associations, Ron Perl has contributed legal expertise, thought leadership, and decades of volunteerism to CAI. From teaching and publishing to amicus briefs and committee service, his legacy reflects a deep commitment to education, advocacy, and professional excellence.  

Outstanding Volunteer Service Award 
Edmund A. Allcock, Esq. – Braintree, MA 
Brendan P. Bunn, Esq. – Fairfax, VA 

Ed Allcock and Brendan Bunn played instrumental roles in CAI’s lawsuit challenging the Corporate Transparency Act. Their legal expertise, countless volunteer hours, and advocacy have strengthened CAI’s position in national legal matters. Both have served as presidents of CAI’s College of Community Association Lawyers and long supported legislative action committee efforts in their respective states.  

President’s Award

The President’s Award honors an individual or individuals who have displayed exemplary service and commitment to CAI and played a key role in helping the president achieve the goals of the organization. This prestigious honor will be presented by CAI President Jeevan D’Mello, CMCA, AMS, LSM, PCAM. 

Chapter Executive Director Rising Star Award 
Scott Gilbert, West Florida Chapter 

Scott Gilbert has emerged as a forward-thinking leader who has energized the CAI West Florida Chapter through creativity and collaboration. Among his accomplishments, Gilbert launched new educational programs for committee leaders, introduced the innovative “Mindful Maintenance” event focused on mental health and wellness, and strengthened statewide cooperation among Florida chapters. 

Michelle L. LeBlanc, Greater Los Angeles Chapter 
Michelle LeBlanc has driven strategic growth and operational excellence within the Greater Los Angeles Chapter. Her leadership in financial transparency, event innovation, and chapter collaboration has positioned the chapter for long-term success. LeBlanc is an active contributor to national CAI initiatives and a rising leader in the organization. 

Chapter Executive Director of the Year Award 
Julia Boehm-McKay, Alabama Chapter 

Julia Boehm-McKay is recognized for her steadfast leadership and commitment to strategic chapter growth. Boehm-McKay has expanded the chapter’s reach, enhanced programming across Alabama, mentored new leaders, and pioneered collaboration among chapter executive directors. Her tireless efforts have strengthened the Alabama Chapter and the broader CAI community. 

Author of the Year 
2023–2024 CAI Homeowner Leaders Council 

The CAI Homeowner Leaders Council led the first comprehensive review of CAI’s foundational Board Member Tool Kit since its introduction in 2004. Their work resulted in the upcoming Board Member Handbook, a fully updated resource for homeowner education and governance. Their collaborative effort ensures the continued success of CAI’s most-used board training resource. 

Educator of the Year 
Greg Smith, CMCA, AMS, PCAM – Lodi, CA 

Greg Smith is honored for his outstanding contributions to CAI’s education programs. A long-serving faculty member, Smith has taught multiple courses with professionalism and energy. His work has inspired countless students and emerging leaders across the industry. Smith is a trusted leader in both in-person and virtual classrooms. 

Award of Excellence in Designations 
Rosemarie Linder, CMCA, AMS, LSM, PCAM – Brambleton, VA 

Rosemarie Linder has elevated CAI’s PCAM Case Study program through her innovation, leadership, and personal investment. Her efforts to modernize and streamline the program have helped many members achieve their professional goals and raised the standard for CAI’s credentialing pathways. 

Award of Excellence in Membership 
Jim Norman, CMCA, AMS, PCAM – Fort Collins, CO 

Jim Norman is recognized for his exceptional member engagement and support. A highly active voice on CAI’s online Exchange and a key volunteer with the Colorado Legislative Action Committee, Norman consistently offers guidance and support to fellow members. His impact is felt throughout the CAI community. 

Recruiter of the Year 
Staci M. Gelfound, CMCA, AMS, PCAM – Owings Mills, MD 

A CAI member since 1992, Staci Gelfound has been a resolute advocate for CAI and served in various leadership roles within CAI national and the CAI Washington Metropolitan Chapter. She’s currently on the CAI Board of Trustees and is a member of the National CEO Search Task Force. Her outgoing personality and ability to connect with others make her an exceptional recruiter. 

Award of Excellence in Chapter Leadership 
Cathi Sleight, CMCA – Sherwood, OR 

Cathi Sleight models excellence in chapter leadership through her support and dedication to fostering strong, multi-chapter relationships. Her commitment to building lasting relationships and ensuring chapters have the tools they need to succeed has made a profound difference. 

Award of Excellence in Government and Public Affairs 
Matt Kuisle, RS – Tampa, FL 

Matt Kuisle has been a vital resource for the CAI Florida Legislative Alliance and Florida legislative leaders in addressing the complexities of reserve studies and compliance with structural integrity laws. His knowledge, accessibility, and advocacy for CAI’s Reserve Study Standards have shaped effective public policy. 

Legislative Action Committee of the Year 
Missouri Legislative Action Committee 

The Missouri LAC has transformed into a recognized resource and influential legislative advocate. From fighting legislation affecting community association governance to filing a lawsuit in 2024 against the state for unconstitutional actions, the committee’s efforts highlight its dedication. Successful fundraising and increased member engagement further underscore its impact. 

CAI Rising Star Award 
Christa Brady, AMS, PCAM, CIRMS – Falls Church, VA 

Christa Brady serves as president of the CAI Washington Metropolitan Chapter and actively contributes to the CAI Chesapeake Region Chapter. As an insurance provider and former manager, she supported chapters through staff transitions, became a favorite faculty member, and played a key role in CAI’s education initiatives.
