Councilmember Domb has been involved in the Philadelphia real estate market for more than 40 years. He will share his ideas and perspectives on the high- rise condominium market in Philadelphia, how it shaped the city and his journey to public service. 

Born in New Jersey in 1955, Domb grew up in a small apartment and it was not unusual for his family to face potential eviction. As a result, he became intensely focused on personal finance and saved enough money from various jobs including working as a shoe shiner, to buy his first property at 14. Domb attended American University at night, graduating in 1976 with a degree in marketing. Moving to Philadelphia at 21, Allan sold security systems for Phelps Time Lock Service, while earning a real estate license from Temple University. Domb opened his own real estate brokerage firm in 1983 and quickly became renown in the Philadelphia real estate market. He earned the nickname “Philly's Condo King and has been recognized as a top residential broker in Philadelphia and across the country. Councilmember Domb has been a tremendous influence in the high-rise condominium market in Philadelphia.

After decades of private industry success, he decided to pursue public office to bring a new vision and voice to City Hall. Domb was elected in 2016 as a citywide member of Philadelphia's City Council and represents more than 1.5 million Philadelphians.​

Electric vehicle charging stations are a hot topic, especially in community associations across the country. Yet in recent reports, electric vehicles account for about 2.6% of vehicle sales. During this session, we will explore the reality of electric vehicle charging stations, usage, costs involved and other factors to help your community decide if installing one is the right decision.

Breakout 3 – The Front Desk is More Than an Amenity
The front desk is key to achieving effective management. A well-trained, empowered staff adds value by enhancing the resident experience and providing peace of mind. Front desk standard operating procedures create consistency in operations, reduce miscommunication, and elevate safety and security. These standards build confidence among residents and allow the association to operate at a high and consistent level. 

This interactive session will cover best practices for a well-run front desk, process and procedures, technology, communication, safety, security, and emergency plans. Come ready to discuss and share insights into ensuring that staff is properly trained, empowering to assist residents/guests/vendors, and preparing to respond to emergencies or other unforeseen events.

    Elevators are an integral part of a high-rise building. Understanding elevator terminology, operations, maintenance requirements and knowing the tell-tale signs of failure ensure a community is prepared for proper daily operations and eventual replacement. In this education session, we will focus on understanding your system, knowing how to work with your elevator contractor for the best results, and how to prepare for replacement.  We will discuss the technical aspects of elevator operations, as well as best practices to ensure your community is well informed and prepared.

Education Session | Reserve for the Future: Maintain the Best Physical and Fiscal Interests of Your Community

​With the tragic condo building collapse in Surfside, Florida, owners and managers are looking at their buildings in a much more critical way. Many high-rise buildings are aging and it's important for managers to understand the unexpected challenges, common misconceptions and myths that may arise with reserves, building safety and insurance. This session will discuss why considering life cycle costs is a less costly way to keep a building safe and maintain its property value. We'll discuss structural elements, building design, funding reserves, maintenance, and inspections.

Deniz Avci, CMCA, AMS, The Ritz-Carlton Residences, Philadelphia, PA
Deniz Avci and his wife Gabby recently relocated to Philadelphia from South Florida, where he most recently held the title of director of residences for The Executive Residences at The Ritz-Carlton Coconut Grove, Miami. In his role as Director of Residences, Deniz was responsible for The Four Pillars of Residential Operations that consists of Owner & Employee Engagement, Association Governance, Financial Excellence and Property Management.

Prior to that, he spent two years with The W Hollywood, Los Angeles as Director of Residences until he left in 2019. In his earlier career, he held various Leadership positions in Hotel Operations in various departments with various Marriott brands between 2000 and 2017. Deniz holds a Green Belt of Six Sigma certification and a bachelor's degree in Hospitality and Tourism Management from Anatolian University in Turkey. Over the last 2 years he obtained CAM, CMCA and AMS licenses. Deniz is in the process of obtaining his PCAM license.


Michelle Baldry, PE, RS, PRA, EBP, Reserve Advisors, LLC, Arlington, VA
Michelle Baldry is the Northeast regional executive director at Reserve Advisors'. With more than a decade of experience, she is responsible for the overall management and administration of the firm's Northeast region. A professional engineer, Baldry holds CAI's Reserve Specialist and Educated Business Partner designations.  She is serves on various CAI committees and on the Foundation for Community Association Research's Board.

Barry T. Bauman, CMCA, AMS,​ Skyline House Owners Association, Inc., Falls Church, VA
In 1987, Bauman  started managing our family-owned rental portfolio in northern New Jersey. Later, he made the move to condominium management, where he successfully managed moderate and large sized portfolios for several management companies in New Jersey and Pennsylvania, as a regional director. Bauman oversaw seven community managers. When the opportunity presented itself, he made the move back to community association management focusing on working directly for condominium associations.

Bauman is  an active member of the CAI, serving on committees in the New Jersey and Pennsylvania CAI chapters. Most recently, he served as a member of the CAI Philadelphia Counsel, which sets educational programs for managers in Philadelphia for CAI.  

For more than a decade, Bauman served as the board president of the Riverwalk at Royersford Condominium Association, in Royersford, Pa. The experience of being a condominium owner and board member helped him better appreciate and understand the perspective and needs of board members and owners. Bauman's experience in the industry along with his experience as a condominium owner and board member gives him a unique working knowledge of the community association management industry.

Matt Dorsch is an on-site property manager with Community Specialists for a luxury high-rise lakefront condominium. He studied real estate and business management at DePaul University, taking trips to China and Thailand to see how real estate is handled.

Steve Mason is the director of client relations for Weisbrod Matteis & Copley. Mason brings more than 20 years of experience in all facets of community association management.  At Weisbrod, Matteis, & Copley PLLC, he is the point person for strategic planning, growth, and business development.​


Mitch Frumkin, PE, RS, Kipcon Inc. North Brunswick, NJ
Mitch Frumkin founded Kipcon Inc.​ in 1986 and foster its grwoth constant innovation and education. A Licenses Professional Engineer in eighteen states, Mr. Frumkin holds the Community Associations Institute's Reserve Specialist designation. A recognized industry expert, Mitch Frumkin is a frequent speaker, writer and committee member on the state and national levels of CAI, NAHB, and many other professional organizations.

 
Airielle Hansford, CMCA, AMS, PCAM, FirstService Residential Inc., Fairfax, VA
Airielle Hansford is the vice president, high-rise division with FirstService Residential, where she provides leadership and operational oversight for management teams and communities in the Washington, D.C. Metropolitan area. She has more than 17 years of community management experience and has managed a wide variety of associations, including condominiums, cooperatives, HOAs and large-scale communities. She is an active volunteer with the Washington Metropolitan Chapter of Community Associations Institute (WMCCAI) since 2007. Hansford was a speaker at education programs for board members and community managers and has written articles for WMCCAI's magazine, Quorum.


Edward Hoffman, Jr.,​​ Esq., CCAL fellow,

Ed Hoffman is the managing member of Hoffman Law LLC, a community association law firm with offices in Pennsylvania. ​Ed regularly represents and counsels community associations on full range of issues including litigation, governing document drafting, amendments and revisions, transition issues, covenant enforcement, assessment violations and collections.  Ed regularly counsels associations on the proper use of social media, websites, technology, solar, EVs and other cutting edge issues.  

Ed also practices insurance defense litigation exclusively on behalf of community associations where he defends associations against general liability and director and officer liability claims. 

Ed is a Fellow of the College of Community Association Lawyers (CCAL), the current Chair of CAI's Pennsylvania Legislative Action Committee and is a member of the chapter's Pocono Mountains Regional Council.    A graduate of Temple University (B.A.), California State University (M.S.) and Temple University School of Law (J.D.), Ed is licensed to practice law in Pennsylvania and New Jersey.

Ed is a prolific author and well-received speaker on association topics and has been published and presented on association law and related topics both regionally and nationally, including nine articles published in CAI's national flagship magazine, Common Ground, and having presented eight times at CAI's national Community Association Law Seminar.   Ed is also the founder and host of the Association Nation™ Video Podcast.​

​Steve is a proven veteran of the association industry with over 20 years of extensive experience in all facets of association management. His career began in 1999 at The Continental Group. He has since grown in various leadership roles including Director of Operations for Miami's exclusive Fisher Island with CSI Management. Previously as Regional Sales Director at Associa he played a key role in the company's growth and acquisitions in 5 Southeastern U.S. states. Previously at Atlantic | Pacific Management, he held a Regional Director position where he was responsible for overseeing the condominium operations of several communities in the Miami/ Ft Lauderdale market.​

 
Joel W. Meskin, Esq., CIRMS, MLIS, EBP, CCAL fellow, The McGowan Companies, Fairview Park, OH
Joel W. Meskin is managing director of community association at McGowan Program Administrators. He practiced law for 15 years prior to focusing the last 20 years in the community association industry. He served two terms on the CAI National Board of Trustees retiring the end of 2020.  Currently, he serves on the Foundation for Community Association Research, Research Committee.  In 2018, Meskin awarded the CAI National Award of Excellence in Chapter Leadership.

April Meza is president of National Realty Partners.  She has worked with common interest communities in all stages – from developer concept to well, established aging communities. She is an active member of Community Associations Institute and the Washington Metropolitan Chapter of CAI.  She authored many articles for WMCCAI's magazine, Quorum, served on various committees, and currently co-chairs the WMCCAI Chapter Events Committee.  


Phoebe Neseth, Esq., Community Associations Institute, Falls Church, VA
Phoebe Neseth serves as Director of Government and Public Affairs and the College of Community Association Lawyers and joined Community Associations Institute following law school. As director of CAI's government affairs program, Neseth is the team's lead for state advocacy, supporting key state legislative action committees, and identifying and tracking key legislative issues and policy trends. Neseth holds a Bachelor of Science in Legal Studies from the Pennsylvania State University and earned her Juris Doctorate from the University of Baltimore School of Law. She is a licensed attorney in the state of Maryland and resides in Washington D.C.​

Brett Scioli, Society Hill Towers Owners Association, Philadelphia, PA
Born in Colorado in 1959, Brett moved to California in 1968 when his father began working for 20th Century Fox. Returning to Colorado in the mid-seventies, he graduated from high school in 1978 and served in the U. S. Army. After discharge, Brett became a patrol deputy with the Adams County Sheriff's Department.

A move to Pennsylvania in 1981, Brett became a police officer in a suburb of Philadelphia. Serving from 1981 until 1997 in various capacities including patrol officer, detective, patrol supervisor and detective supervisor. He left in 1997 to become a facilities operations manager at a leading pharmaceutical company.

In 2003, Brett was recruited as director of security at Society Hill Towers in Philadelphia. Brett developed security policies and implemented the installation of all the security features in place at the Towers. Brett managed all large projects completed by the association. One of the most recent was the replacement of all heating and cooling risers, fan coils and condensate drain risers throughout the complex.

Brett was appointed to general manager in January of 2020, managing the association through the COVID-19 pandemic.

Brett and his wife Joanne have four daughters, one son and three grandchildren.
