2016 End of Session Report

Condominium Owners Bill of Rights - Councilwoman Anita Bonds introduced the Condominium Owner Bill of Rights Amendment Act of 2015 (B21-0443).  Members of the DC-LAC had a series of meetings with Councilwoman Bonds' staff to provide changes to the Bill and a new version, the Condominium Owner Bill of Rights and Responsibilities Amendment Act of 2016 (B21-657) was passed by the DC Council in December 2016. The DC-LAC worked tirelessly on proposed revisions to what would have devastating to the financial health of associations. One of the most significant changes from the approved bill will be the required enclosure document that identifies new owner rights. Another significant change is the new deadline requirements for Notices of Foreclosure to be sent by associations. The measure also creates a 14-member Condominium Association Advisory Council to serve as an advisory body to the Mayor, Council, and District on matters relating to condominiums.

Priorities for 2017 include resolving inconsistencies or conflicts in the insurance section of the DC Condominium Act and modifying language addressing debt collection.
