​From Buffalo and Uvalde to Highland Park, Ill., and many more cities in between, gun violence has become a regrettably common occurrence in the U.S. Shootings in Atlanta and Raleigh, N.C., have proven community associations aren't immune to the crisis.

Prepare to tackle the complicated issue of firearms in community associations with an emphasis on awareness and education from two award-winning presenters.

Our panel of experts will:

  • ​Discuss the rights of gun owners in community associations.
  • Cover the extent to which associations can regulate the use of firearms.
  • Explore and analyze current federal and state laws, including the timely Bipartisan Safer Communities Act
  • Go over best practices for addressing firearms issues in community associations.

Leah K. Burton, an attorney with Steptoe & Johnson in Plano, Texas, serves as a general counsel to community associations. She currently serves on the board of directors of the CAI Dallas/Fort Worth Chapter. Leah is a member of the CAI Diversity, Equity and Inclusion Task Force and is board certified in community association law by the Texas Board of Legal Specialization. Leah received a Bachelor of Arts in English literature and history from Bucknell University and a law degree from Southwestern Law School.​

Noelle G. Hicks,  a shareholder with Roberts Markel Weinberg Butler Hailey in Houston. Noelle assists single-family, townhome, condominium, and some commercial associations with various aspects of community association law including collection of delinquent assessments, complex deed restriction enforcement issues, developing and interpreting governing documents and drafting and reviewing contracts. In addition, she works with association clients on ensuring compliance with state and federal laws. Noelle educates attorneys, community managers and board members and helps to expand education programs by developing seminars on diversity and inclusion training.​
