CAI Responds to AARP

Last July, AARP published a report on a homeowners' bill of rights that was highly critical of our industry. AARP recommended several measures that would be detrimental to homeowners and community associations, including a model statute for a "HOA Bill of Rights." AARP has forwarded that model statute to its state offices throughout the country, increasing the likelihood that the model legislation—or some version of it—could be introduced in state legislatures.

CAI engaged AARP and provided feedback on the proposal. Please read our final response (PDF) to their proposal. In short, CAI feels that the provisions of the model statute place too great an emphasis on protecting those who act against the common interest, and as a result, would serve to undermine the rights of community associations, homeowners, and seniors. The focus on community associations has also provided us with the opportunity to reach out to our critics and address issues of homeowner empowerment and education.
